Personally, I think the keyword in the article is "avoid." It doesn't set an absolute and allows for exercising prudence in these matters.
I like to code with loose ends, to avoid coding one's self into a corner. Boolean parameters sometimes gets in the way of this because of its limit to two states. If I wish to bring in a third state, the situation gets sticky without refactoring. This is where method overloading can save the day, but it would be nice to not have to save the day in the first place.
