IMO, Standard would be fine without the database components- i.e. you'd code your data layer access instead of doing it visually. As long as you can do that it is just as good as the Visual Studio equivalent edition.
If Borland is concerned about cannibalising higher end SKUs then they should do the following:
They need to make it clear what YOU'RE NOT GETTING so that it serves as an advertisement for the higher-end SKUs. In that way they'd entice developers to move up to the higher end products.
However they've got to be careful about how they do this. Leaving powerful features out and cripling a product are two different things. It may be a good idea to still leave the reference to the features in- i.e. leave menu items in and identify them differently (some icon or colouring indicating "available in professional version only"); leave components in but don't allow them to be placed on the form etc. (again, colouring them differently so the user doesn't get irritated every time they try to use something and discover it isn't actually available).
