"Foundation" editions allow for commercial development (at least that was the case for JBuilder). You can write software and sell it. These editions are pretty limited though but they aren't severely limited. It would be really nice to see something like this for Delphi. I reckon it would revive the hobbyist/shareware/open-source market around Delphi. And IMHO it would not eat away at sales of the other SKUs. If anything it will increase sales of the other SKUs as interest grows.
