It would be more accurate to say that you can use the .NET Compact
Framework on Windows Mobile devices. There are other options (e.g. eVB
and eVC++, which are freely downloadable from the MS website).

Well, thats a bit harder to answer, and also to an extent depends on
the hardware or operating system you're going to target. For example,
you wouldn't choose it if you wanted to target both Windows Mobile and
Palm OS. Not sure what your best bet here would be. Hopefully Jim
Cooper could chime in with some alternatives for you.
