The Delphi 2006 requirements list XP-Pro as being required - and not the plain vanilla XP-Home. Does anyone know if it'll work with XP-Home? If not, is it just that certain features are not supported or that it won't run at all?

I run D2006 on XP Media Edition, which is really just XP Home with an integrated media player. Seems to run fine, but I don't do any web development, so I wouldn't know how that stuff is affected.

No, XP Media is Pro with integrated media player. XP Media edition comes with IIS, which home does not.
