D2006 and multi-language / localization support question

- I see the D2006 Pro now incorporates localazition.

I have to a degree successfully made an application both
English and French(so so). THE QUESTION:

Can the resource editor for the languages be run externally
from the IDE (separate EXE?) so a true translator (not a
programmer) can edit the "table".
