No it won't, unless MS suddenly changes security settings for all existing and future versions of IIS. And Apache does the same, and nearly every other web server out there ;)
If I understand it right - the current Developer version of Interbase won't let you code things "the right way" for testing, so you have to code with a local address. At least changing the restriction would give folks a fighting chance of developing it with a better connection string to start with.
Now to get all the demos, samples, web pages, newsgroup postings, etc. scattered throughout the product and the internet updated... ;-)
