Though there are a lot of possible solutions, one you might consider:
www.sql-direct.com
It has components that work not too differently than the BDE
components, but uses the native DB API. It supports a fair number of
database servers, like Sybase, Oracle, MS, etc.
Note that I've not personally used it with Oracle or MS SQL Server,
but it does support those. I've only used it with Sybase and
Firebird. But, I believe that a large number of their users use MS
and Oracle.
I've not personally written any applications where I've supported
multiple choices for the server engine, so I've never worried about
SQL dialect issues.
