I don't know why everyone keeps thinking this.
1) MSFT is not the only provider of development tools besides Borland,
2) The DoJ has never shown any interest in such a small market as the market for development tools.
3) MSFT already IS a monopoly in several markets according to the formal definition of monopoly used by most economists in the field of Industrial Organization.
MS buying "OnCreate, Inc." (the NewCo) would be perfectly acceptable to me. They'd probably have to jettison all the non-windows stuff however (wouldn't they?)....
