You need it because someone has created an application, that you want.
Could
be because it is cheaper (faster development) than other alternatives or
because it is the only alternative.
Then I could either forgo using the application or find a competitor
(and there will be one) that has a Win32 offering. Assuming they're
providing a similar quality product, of course.
I've never cared to make a distinction between the two. If someone offers
something useful, I don't really care what platform it targets (Win32, VCL,
..NET, Java, VB6, Etc.) so long as it works. If it requires a 20MB runtime,
who cares? Sooner or later, they'll have to download it anyway because as
more things target the runtime, chances are, they'll need it sooner or
later. You'll actually be doing them a favor since they'll have it when
they need it. Chances are, they may already have it... whether with base
Windows install or some other MS install that requires it or some other
competitor/software vendor that required it. Of course, if you are
targeting Win95, Win16, or Win98 (First Edition) then you'll have a problem
regarding .NET since it isn't supported on those platforms.
