No, it's certainly not.
And it's not by Borland, so there are no promises attached.
But I thought it suggested some interesting synergy with PHP.

Having it existing and working seems to me to have more
weight than just the idea. It means that someone was
interested enough to put some work into it.
It also allows to gauge interest via downloads.
