Are you saying it is to keep honest people honest? Or, in other words,
that it serves as a deterrent?
That is an interesting view, but don't you think that honest people don't
need a deterrent to stay honest?
Now if you had said that it is to keep the occasional simple piracy from
happening, just like locking a car will not keep a real car burglar away,
but it will probably keep out the situational thief, especially if the
next car is unlocked. In other words, it is to reduce the damage.
