That is only true of downloadable apps. Shrinkwrapped apps can include it on the distribution media (as many already do), and custom apps are typically managed in such a way as to make that easy also.
What you've said is true but as I've argued in here before
it can be a /real/ problem when you're delivery mechanism is
through the web. And that might not mean the full application.
What if you are offering a restricted functionality dowloadable
demo of your product? Excessive download dependencies will put
a prospective customer off giving your application a fair look.
