Is there a .NET compiler ?

Ok - sounds like a silly question, but here goes.
Is there a compiler that compiles .NET to native anything (e.g. Win32).
I don't mean a program that packages a JIT... but one that literally compiles it to Win32 like any other language.
If so - where ?
If not - why ?
