This means that if I upgrade my PC or get a new one altogether, that I must call up Borland to get a new activation. What if I want to build and test on my own dual-core AMD 64 at home and on a dual core pentium with hyperthreading? I might need to run the debugger on each... while I'm one user and no one else at my home use my computers,
Nothing stop you from using BDS on more then one machine
if that's what you mean.

Here is the answer. You can read it completly in your
Borland Delphi license under the "2.3 Named User License".
Extracts from this paragraph:
-The Product may be used exclusively by the specifically
designated Named Users, subject to all the terms and
conditions of this License Agreement.
- "You may install the Product on a reasonable number
of machines provided that the Named User is the only
individual permitted to use the Product."
This means that yes you can install it on both your machine
but you must be the only one who use the product. It means
also that you must use the same registration account for the
product.
