Sweet hobby spot is about $0 again, for a very rich IDE, like it was in the era of D6 Personal, or almost $0 like for D5 Standard, but nowadays, free/almost-free IDEs are thanks to MS and VS Express (how the tables have turned...).
The comparison with digital P&S is not valid, first because there is no free digital camera available, and second because a camera is hardware you can't do without... while you can perfectly do hobby programming without Delphi (actually, it requires research just to be aware Delphi *exists* for the student/hobby population at large).
