Nope, you can use OLE DB or ADO.Net against it. right now it only comes with
SQL Server Developer Edition and VS, one of the pieces of work that needs to
be done before it RTMs is provide an independent redist.
In theory if you have either of the above SKUs you could use it today from
any native or managed code.
