You are missing the point. The group broke the license if they published how much faster the new routines are over the old.
Much as I would be breaking the license and copyright by posting
the one unit I have that has some of the Delphi code in it.

They take the RTL routines that are slow and improve them. They write
their own, much better ones than the originals. It is usually done in the
form of a contest. Borland has used quite a few of them, in D2005 and
D2006, including the new memory manager.
