Open is for when it is in the internal system, Closed is for
reports that don't need to be open any more, or shouldn't get opened,
Resolved is for reports that look fixed, but need the author to
verify, withdrawn are for when the author doesn't want the report to
be opened. That leaves reported for everything else.
What would you suggest?

A new one - called "under review" that basically says it's being
evaluated.
