I have a user exactly like this. Your comment about how "all the words look like English, but this must be a different language entirely" is something I've said, almost verbatim.

Since we're commiserating: For a while she was working in Hong Kong, and since I'm on the U.S. west coast, the time difference made it difficult to get answers. I was very careful to keep my emails as short as possible, so she would be less likely to skim them. I would keep the questions short, and never put in more than 5 questions -- usually no more than 3. No matter what I tried, she always answered only some of the questions, and almost never answered the ones that mattered the most, regardless of whether I put them first or last in the list.

To make matters worse, she would only answer one email a day, no matter when I sent it. I was very careful to answer her emails as soon as I got them, even if it meant doing so in the middle of the night. But that didn't help.

Boy, she's a PITA (although she's a nice person.) Just clueless.
