Yeah -- we had a little discussion about this in the newsgroups a few
weeks back. It does seem like there are people who seem to think that
functionality is missing as a result of the context sensitive stuff.

It is immensely confusing and a typical case of GUI outsmarting the
users. I would not mind reclassifying it as a bug and reverting to the
D6 behavior where all components are visible.

If you choose to disable non-relevant components instead, please make
it clear why they are disabled (maybe a "this component can only be
used on a TDatamodule" message when trying to place it on a TForm)
otherwise you will get a lot of why is component X always disabled
questions instead.
