Corporations, Universities and the likes can build up such as system, but I
don't see them using external servers that aren't under their control. Employees
can care less about other people on the server having access to their data, as
anyway it should be non-personal data. Here it is in the best interest of the
company to secure data from access to other parties.
However usual end-users would have to rely on unknown people maintaing a server,
exposing a lot of private information to total strangers. There is the security
risk; but more importantly can you trust those people and that they don't abuse
their power?
Actually, the security companies keep telling that your own personnel is your biggest threat...
.
