Like most models for application development this has strengths and
weaknesses depending on the kind of system you're building.
The true "Web-based" applications are best for generic applications useful
to a broad range of people: then the application can be sold on a per-use
basis without customization. Examples are www.salesforce.com, and I guess
that Web-mail services could be counted as this too.
They're also pretty good for vertical market applications. My company sells
applications for the travel industry, usually delivered through Web
applications, and we generally charge on a per-booking basis. That way if
our customers get good business, we get good business too.
SaaS needn't be confined to applications with a user interface. It can also
refer to delivery of Web services, such as address checking, credit
references, payment processing and so forth.
Where software-as-a-service hasn't been so effective is for local client
applications such as word processing or anything else that demands local
processing or a very responsive UI. Some of this can be done using Terminal
Services or similar, but local processing power is so cheap compared to the
cost of network bandwith that it's generally more economic to install and
maintain a full PC.
