Unfortunately, it should be. Particularly users of Delphi 7 and earlier.
Upgrade from D7 Pro to BDS2006 Pro is $460. Buying Turbo Delphi Pro is $499. If makes no sense at all to downgrade to just Turbo. You can launch BDS 2006 in Win32 only personality and get the same thing as the turbo win32 pro.
The Turbo line is priced to be attractive to new users. The upgrade pricing for existing users is more attractive than the turbo pricing. If you own a previous version of Delphi it makes no sense at all to go buy the Turbo product.
