Yes, the Delphi compiler is written in C++. But that doesn't mean that suddenly all C++ compilers in the world are able to recognize the Delphi language, parse it into meaningful tokens, and generate binary machine code for it.
Wasn't meant to be a real reasonable solution / idea ;-) and - yes - it doesn't matter in which language the compiler is written in.
With 2 step/phase process I meant that the Delphi compiler could be changed and compiled with any C++ compiler and then used to generate C Code from the Pascal / C++ VCL source, to be compiled and linked together.
VCL has been proofed to be very portable across platforms (.NET, Linux) and languages (Delphi, C++). But perhaps it's too late for a portable native framework to be successful (I mean for other compilers ;-) )
and it's better to concentrate on Delphi and innovative tools.
