Well, The WF is supposed to be usable by end users, not just developers. the idea is that ISVs can use WF and let their users use the designer to tweak or edit the workflow of the application. Think, for example, of a bug-tracking system where the admin could use the WF designer to configure the bug flow. So it makes complete sense that the design capability would be included as reusable component.
In comparison, how many end user applications need to expose form designing capabilities (whether WPF or Winforms)?
