It lacks the efficiency of Delphi6/7 IDE, and reduces the
productivity a lot.
Have you used the refactoring stuff? That INCREASES productivity
significantly. I'm now cleaning up code that I would've avoided like
the plague and it makes maintaining that code so much easier...
Also, there's a lot more than just the refactoring features. I find
the local history feature a MUST-HAVE now. Also, ctrl-shift-j is
excellent! etc.
The online help is no longer helpful at all.
I know what you're saying here... it isn't that it is completely
useless but it could be improved. Borland is also aware of this and
they have said that they're working on improving it long term.
All in all, Delphi 7 really feels "legacy" now. If you equate speed
to productivity maybe you should try Delphi 1 on Windows 3.1 - it
really flies!! ;-)

Kevin, what you said above is pretty close to my own experienced with
the BDS ide. First it was just so different to D7 (and before), but as
you learn to use the new IDE and all the new editor improvements - you
really start to like the new look and feel and see how all the features
work together. The history tab and refactors are two of my favorites.
Data explorer is pretty handy as well, especially for dragging and
dropping connections to get an initial prototype started. The ECO
features are really starting to take off too - wondering when folks
will start 'discovering' that more.
Online help - something the team is well aware of and focusing quite a
bit of energy into fixing. Can't say more until we have something
'done' though.
