Better route

Hi all.
We have a table with all cities in our country (quite little country).
The price for the program that calculate the time between 2 cities is out of
our money possibilities. So having the city table we'd like to create our
own system.
For this we plan to calculate the time between individual cities.
I mean if you must go from Rome To Milan then calculating the shorter time
between the cities gives a general idea of the needed time (we don't need to
be too precise anyway). For optimizing we may also calculate the time
between cities using the roadway.
How to achieve this ? It's there any algorithm that caculate the shorter
time between 2 points having the time between the possible routes ? We will
only take in mind the principal routes to give a general idea of the time
needed.
We are not interested in range calculation, as mountain often change the
needed time to reach a point.
