I think the rule is this: They won't add any VAT or other taxes (e.g.
American sales tax), BUT you are supposed to pay custom's duty in your
country which probably is equal or even more than VAT. If you don't, you
might get in trouble, if you try to deduct the purchase from your taxes.
The custom's duty is the reason why it usually doesn't really save any money
to import software or any goods directly from the US to the EU. If you add
it to the sales and shipping cost, you usually end up with higher price
than if you bought from a shop in your own country. Of course there are
exceptions, especially if you manage to get away with not paying duty.
