Strange behaviour in BDS2006

This is with only the Win32 Delphi personality installed. Don't know if
it's
a bug, or just something I'm doing wrong. In the Structure Window, I get
a list of errors, such as "Cannot resolve unit name 'Controls' at line ...".
Indeed, the Contols unit in my uses clause is underlined in wavy red.
However, if I control-click on Controls, I'm taken to the Controls unit,
which shouldn't happen if it really can't resolve the name. It looks like
it is fibbing on not being able to resolve it. :-)

Any ideas?
