Actually, the first time I played with Avalon[1], I thought "Man! This would allow Mono to catch up faster than MS could possibly think".
The native windows API is an incredible boat of redundant and awkward functions and SWF sits right on top of it.
Reinventing SWF is/was/will be not easy for Mono, because it is a windows centric GUI API. Avalon is completely free from anything that could be even remotely related to Windows.

I think most of their hundreds of man/years went into reinventing Avalon/XAML over and over.
Mono (or a potential native implementation) could pick up what MS found to be the bet approach.
Thus saving a lot of time.

long story short: Rebuilding Avalon would be easier than rebuilding SWF, and Mono already did that or most of SWF.
