Can you store files using an embedded database?

Which free or cheap (free must be usable in commercial
applications) products do you guys recommend. I've evaluated
Firefox and found it inadequate. My application has specificities
that it doesn't meet. Just looking for a few recommendations,
Google is very verbose...

If it is usable from both C++ and Delphi, that's a plus.
