There's nothing inherently OO with paper and pencil, but most people
seem to accept that you can draw object oriented diagrams with them.
You don't actually need a specialized computer program to do it, but it
probably helps.
The same goes for programming languages - they don't have to be OO to
let you do OO programming, but it probably helps.
