Doesn't Visual Studio 2005 have guidelines also?

Yes, VS2005 has all those features you mention, unfortunately.
It's there for C#, VB, C++, and J#.
This may sound old, but it's kind of useless to compete with an
older version of your product. People will not migrate their
working applications to a new IDE (which can potentially
introduce problems) if there is no need.
I think there is more important competition to worry about than
old Delphi versions. The fact that people are still using them is
a good thing.
On the other hand, some people can't afford to wait for 2 Updates
and several hotfixes to have a suitable/productive development
environment. One feature mentioned, "Class Modelling," was as
close to useless as you could get due to memory leaks before
the updates were released. Visual Studio supports class modeling
for all languages, IIRC, and hither SKUs add Visio for EA which
add support for C++ and Databases and is integrated into the
IDE.
I don't understand why people keep talking about people using
old versions of Delphi. The problem is people using and/or leaving
Delphi for Visual Studio.
