IMO, this is a stale argument too.

but there is no basis to assume they cannot catch
up and return the gap to a very reasonable and manageable level now that
they are free of some of the forces that have acted to hold them back
previously.

Which is why they need to put up or shut up. Results and quality
products matter, making excuses don't.
