IMO that's a misconception. It's just the old blame game: technical
peoples blame the designers, and vice-versa.
I'm not blaming anyone, I simply believe that design is more important
than the technology used. IOW, I believe you can still put forth a
revolutionary design (or at least a good one) within the constraints of
existing technology.
And it's a game that is as meaningless as wondering which of egg and hen
was first, because the answer (here the blame) lies with neither.
IMO, it's not meaningless when one looks at designing and building a
software product.
Priorities and budgets have to be allocated and IMO design and usability
are much more important than choosing WinForms or WPF. It's the design
and usability goals that drive the technological choices: hence that's
why it's the core issue. This isn't really a philosophical issue, but a
practical one.
