Yes, I know, people have been developing application under
Windows and deploying it to *nix servers. Perhaps I should
have written: "Total cost of ownership on WAMP will be
cheaper than Total cost of ownership on LAMP."

We have these things called 'networks' nowadays. They let you work on one
computer, and copy files to another. There's nothing preventing people from
developing PHP apps, for example, under Windows, and then deploying them to
*nix web servers. I dont know why you think people will 'suddenly' start
switching to Windows servers just because you (mistakenly) believe that
being able to develop web apps under Windows is a new thing. People have
been developing under windows and deploying to *nix servers for over a
decade.
