Would that then not make it hardware bound? So I can change my
hardware/workstation as much as I want without having to phone for
"forgiveness" for an action that requires no grace in the first place?

0. AFAIK, for turbo delphi explorer, the only way to obtain a license
key is by mail, and it is a text file which can be saved everywhere

1. it is not bound to hardware, does not "phone home", you can verify
this by disabling the internet connection

2. AFAIK there is no limit in the number of keys you register for, in
fact, codegear recommended at some point to request a key file for every
turbo installation needed (in schools, for example), instead using a
single license file for all the computers

3. you could eliminate all the v1.1 .net dependencies of the IDE
(IMHO it is very wise, but it cuts some/most of the IDE features), or
use the v2.0 .net runtime if you need more functionality, leaving you
with a very responsive and functional IDE :D

3.1 if you walk the .net free way, the installation of the turbo delphi
explorer needs less than 2 minutes (under 60 seconds on a fast PC), and
can be fully automated (think of a win xp installation disk which also
installs the IDE :D )
