Can I upgrade one BDS2006 license to two upgrades?

Simple question - I have one full license to BDS 2006 Pro. I'm taking on a
new programmer (doubling the number of progarmmers from 1 to 2). When I
upgrade to D2007 Pro can I order 2 upgrades or do I need to buy one a full
version for the new programmer?
