Different implementation, yes, but the classes look pretty similar.
Certainly more similar than Delphi and PHP languages are.
I guess it's a given that implementation is different, and you're right that
that isn't even really important. It's the classes themselves and their
interfaces that are important. If VCL for PHP is an incomplete or imperfect
attempt to duplicate Delphi VCL then I can maybe see calling it VCL for PHP.
If it's just another well structured component library with some
similarities to Delphi's VCL, a la .NET's FCL, then it's a definite
misnomer.
