VCL for the Web not licensed error

Just got my Delphi 2007 Pro and am trying to make a Hello World test app with the VCL for the Web option. I used the wizard, kept all default options, dropped a IWButton on the form and put WebApplication.Showmessage("Hello World") in the OnClick event. But when I try to run it, I get this message:

"Application is not licensed to use this feature"

And why is that?
