decide that you will definitely be upgrading to every new version that

Release dates? Features? Non-SA Upgrade Pricing? New platforms

Problem: Never mind "Version Skipping", SA is *impossible* to evaluate.

The only way you can _know_ that it will make sense is if you plan to
upgrade to every new version no matter how irrelevant and no matter how
poor the quality.

Yes, with no way to know, and therefore analyse, the benefit before you
have to commit to incurring the cost.

Just like a lottery ticket. It might be a winner, it might not, but you
have to hand over your buck before the numbers get drawn.

I don't know about the US, but in the UK a company have to be
specifically registered if it wishes to run lotteries.
