I'd expect so. FYI I'm happily running BDS2006 on Vista. There are some
odd wrinkles in the installation/registration process, but the "Borland
Answers", blogs and newsgroup archives are pretty good sources of
information.

Note that running BDS2006 or TurboDelphi on Vista is not officially
"supported" by Codegear AFAIK.
