FWIW, I tried creating that value *before* running Setup on another VM to the proper folder where I had the setup files and it still insisted on generating the folder inside "All Users\Application Data" and wanted to download everything again, so that's not enough to "persuade" the installer to do it's job from elsewhere... :)
