If they have a .no webshop which I use to order from, yes, I
absolutely expect them to handle all toll/taxes/shipping needed for me
to get it here in norway. This should be listed on the invoice thing
before I confirm the order. If not, it should state _clearly_ that the
customer (me) would need to pay the neccessary taxes etc.
Of course if I went to a generic .com shop, I would not expect this.
