Another one to consider: OpenLaszlo (creates Flash files). Just learning it myself but if you're skeptical about making component based applications with Flash, check out the live controls in the online docs here:

(note to CodeGear: this is how docs should be written, not what you did with Delphi for PHP)

Only downside is there is no RAD GUI for it. Source is hand coded XML. The compiler itself is a Java app. The upside is that it is free. I just wish there was a "Delphi for Flash" built around this system.
