Missing help

I recently downloaded Delphi 2007. I am unable to access any help
other than .NET. Online help only brings up help for C#.

There is no h2reg executable on my machine although there was an h2reg
file created at time of installation. The following lines within
apply (despite what one line says, I was logged on as administrator):
