are in the EU, bound only to EU law, and only do business under EU

There's two companies involved here, *both* needing to abide by laws in
their respective countries. If you don't give a hoot about their laws,
that's not their problem.

Well, it appears it's a problem for them ;)

And again: I doubt such a law exists. It would mean that as a US
corporation you are unable to buy anything on the internet. Have
you ever seen a web shop filling out a tax form? I haven't.

IANAL and AFAIK, import delivery of electronic goods isn't taxed in the US,
just as it isn't in the EU. If you order something through the
internet and ship it physically, the sender will pay export tax
(equal to VAT inside the EU), and the receiver might pay import
tax. If you ship it electronically (software download, as it
happened here), there are neither import- nor export-taxes.

And again: No matter what kind of taxes the US customer might have
to pay - it's none of the business of the seller in the EU.

And, to get back to the point: If you are unable to pay for
something due to local laws, then the logical consequence isn't to
use it unlicensed. If I'm unable to buy from CodeGear USA, this
doesn't entitle me to pirate a copy of Delphi either, right?
