No. You can install a corporate licensed XP without activating it and
The Vista OEM versions shipped as recovery CDs don't have to be activated. They are activated and burned with an activation key bound to a special hardware. You can always reinstall this version and run forever - but yes the sad story is only on the same hardware.

activation by MS or your own WGA server. But this WGA server needs to
phone home as well or it will stop working.
IIRC you can't activate new Vista installations and the already installed ones aren't affected.
If MS were convinced that
this works all the time, they would accept a contract penalty for down
times because of non working activation. Just try to get this, the MS
guy trying to convince you to upgrade to Vista releases rather quick the
line ...
The problem is, who's running Windows XP without Service Pack 2 and recent bug fixes ? Only the ones not connected to the Internet can do it safely. Without internet connections, yes you are right there is a difference - but IMHO professional use without internet isn't quite professional - is it ?
So again where is the difference ? (doesn't mean I like activation, I hate it - and the discussion was about Microsoft can always deactivate Vista which IMHO is just the same as on Windows XP with WGA installed).
