You really think so? If they sold to some other country for, say, $100,
how long do you think it would take for people to set up sites where
anyone *in the world* could purchase from that source for $100? A day? An
hour?

MS is offering special prices for 3rd world countries and I've never seen
that it could be a problem for them. It is explicitly stated that it it is
not legal to sell these licenses to other countries. So if you are a US
resident and go and order a Middle East license it violates the EULA. OTOH,
there are academic Delphi licenses available for education centers so if I
got one of those licenses and use them in my office then I'd be violating
they rules and my license wouldn't be valid. If someone intends to violates
EULAa, there is no need to buy a $100 copy when the pirated copies are
avialable for free.

Should Ferrari sell its cars for 10% of the price they sell them for in
the U.S. just so people in some 3rd world country can "afford" to buy
them?

Well, Ferrari's motto is not "Where Drivers Matter"!

At least Ferrari doesn't have to worry about pirates making their cars
available on the Internet, CodeGear does.

In what way current pricing policy helps CG to prevent piracy? I can safely
tell you that it encourages piracy.
